Measure One - Human Resource Development
The objective of this measure is to assist the development of a quality and diverse skills base which helps meet the challenge of new enterprise development while taking account of the needs of the long-term unemployed, under-employed, women and youth.



Sub Measure COL 1.1 Pre Enterprise Programme

This programme has been designed to engage with women, youth, farm families and the long-term unemployed to explore the option of employment or self-employment.

What will it fund?
The implementation of a new range of ‘in the door’, initiatives, with relevant partner organisations. Partner organisations will engage with target groups and open opportunities for further personal and skills development in areas where this is required.

Possible Actions
Contract suitable organisation to:
Utilise animators and other initiatives to engage with youth, women and long term unemployed
Initiation and support of business networking
Develop ‘champions’ in target sector groups

Sub Measure COL 1.2 Information and Outreach Programme
This programme has been designed for rurally isolated groups and individuals who often experience barriers, which limit their participation in programmes and other activities.

What will it fund?
This measure has been designed to address these barriers through the use of networks in order to stimulate and encourage recruitment of women, youth, farm families and the long term unemployed to participate in the various programmes and activities currently available.

Possible Actions
Contract suitable organisation to:
Establish rural outreach centres and satellite information points

Sub Measure COL 1.3 Skills and Industry Matching Scheme
The extensive research and consultation process has identified a significant gap in the labour market for the engineering sector and also a number of unemployed and under-employed members within the farming sector.

What will it fund?
This measure has been designed for provide an alternative entry point for marginalised people who are not in mainstream education, such as women, youth, farm families and the long term unemployed.

This will be achieved through the implementation of a pilot-industry matching skills scheme for the engineering sector, targeting farm families, women, youth and the long term unemployed in particular.

Possible Actions
Contract suitable organisation/individual to:
Establish and facilitate the fostering of links with engineering sector and farming sector/other unemployed /underemployed
Work with partners for training provision

Sub Measure COL 1.4 Development Know How
During the baseline analysis, development of new skills was identified as a necessity for business start. This measure is designed to be complementary to the innovation bursaries.

What will it fund?
This measure is a pre-enterprise training programme to encourage the target groups to become involved in developing their own skills, which could lead to new and innovative businesses. This will be achieved by providing demonstrations in new product development and production.

Possible Actions
Engage with specialists (possibly from outside NI) to train interested people in new product development
Run courses in Waste Management, Food Production, Boat Building, Alternative Plants and Crops, Construction training in Eco-Building, Cosmetics Production

Sub Measure COL 1.5 Innovation Bursaries
This measure has been designed to provide support for portfolio and new skills development for individuals, who require specialist training, which is not currently on offer through the mainstream education providers.

This specialist nature training often presents barriers to participation, particularly in terms of cost. This measure aims to overcome these barriers by offering bursaries with emphasis on the target groups.

What will it fund?
A bursary scheme for portfolio development and new skills development not currently available in the mainstream.

Possible Actions
Bursaries for non-conventional training – creating new and innovative skills base
Bursaries for portfolio development

Level of Assistance
Assistance will be offered at a rate of 75% of eligible costs up to a maximum of £1,500 per individual.

A higher bursary may be offered in exceptional circumstances.

Part A of the application form must be completed ‘online’. This can be done by accessing the following website, www.eugrants.org. Once completed online, and submitted, this Part will automatically be forwarded to COLLAGE Ltd.

Part B of the application form can be downloaded from the above website (www.eugrants.org) or COLLAGE Ltd’s own website www.collage-ltd.com and either complete by hand or word-processed and a signed copy submitted to COLLAGE Ltd.
